About ghouls.
In canon, Juuzou represents the side of the story that Kaneki doesn't--he comes from the human side, the side who believe ghouls are monsters that need to be eradicated in order for humankind to live peacefully. However, he isn't supposed to be sympathized with and he isn't there to be an example of how investigators think--Juuzou is considered a radical, and rather than wanting to wipe ghouls out to protect humans, he wants to do it because it's thrilling, like hunting animals.
PERSONALITY:
What do you get when you allow a small, impressionable child to be raised by a cruel and inhumane monster? You get Juuzou Suzuya of course. He was a sad, lonely child with no morals, no respect, and no affection, who ended up growing into an equally as messed up adult.
Because of his upbringing, there were a lot of very basic common sense rules of interaction that Juuzou was never taught. When it comes to a workplace hierarchy situation, Juuzou has no respect for someone of a higher rank than he is. No matter the situation, he is always casual and always sloppy, having to be reminded when to bow and when to be on his best behavior constantly. He spends most of his time ignoring authority and going his own way, except when it interests him. He is a very goal-oriented person, and if he can't see the point in it, he will not do it.
This also extends out to property, and if there is something of someone elses he wants or something that is convenient for him to use, he will take it. During the raid on Aogiri arc, he stole Marude's motorbike and immediately ruined it, and during the attack on Kanou arc it's revealed that he stole 55 additional quinque from the CCG.
He is a very simple boy. He never got a chance to grow out of his childish phase, and at 19 years old he would seem more at place within a group of 10 year olds than other teenagers. He is childishly energetic and enthusiastic, and the way he thinks is very simple. He's prone to asking a lot of questions and is very childishly curious, though he's not the smartest boy in the world and has trouble following complex explanations.
This often has him coming across as very goofy and a little stupid. While his booksmarts leave a lot to be desired, he's said to have an intuition which is never wrong. That isn't to say that he doesn't know how to learn though, because he remembers most of what he's told and he'll study and get high marks when it's convenient to him.
He's very reckless and will act first, think later. It's difficult to keep him around when there's action occurring, because he'll charge ahead straight into it and leave his teammates behind without a second thought. Though those same teammates would be hard pressed to want to work with him anyway; his cooperation skills are god awful. He is very big on every man for himself, and would rather complete an objective than save a person's life.
He has a lot of problems getting close to people, which is probably why his co-op skills are so poor. If someone is in his way, between him and whichever objective it is he's seeking, he will not hesitate to cut them down. Rather than "friends" and "family" and people like that, he has coworkers who he will be eerily polite to, but thinks nothing more of them than that. If they are injured in their line of work, he'll leave them where they fall.
He thinks similarly of death, in that it means nothing to him. To Juuzou, death is something that just occurs. Like eating meals or playing, it is just death and isn't worth being sad about. This plays back into his recklessness and fearlessness--there's nothing to be afraid of when you have no fear of dying. He isn't afraid to die because it isn't a big deal, and he isn't sad when someone close to him dies for the same reason.
Contrary to the way Kaneki thinks, Juuzou considers ghouls to be a nuisance that deserve to be eradicated. There are no good ghouls and there are no bad ghouls, there are just ghouls, and like all pest, it's fine to crush a few when they're in your sights. When it comes to fighting ghouls, Juuzou is needlessly brutal, and even though it's against the rules to kill a ghoul instead of just detaining it, Juuzou will happily dismember them every time.
Back when he was still a slave in the ghoul underground, Juuzou developed a coping system to help himself survive. When he was asked to perform for ghouls while they threw knives at him and attempted to maim him, his name was Rei. When he was called to fight and forced to put on a good show or be tortured, he was Juuzou. While this is only speculation, choosing the name "Juuzou" after he became an investigator is likely why Juuzou has such trouble not killing ghouls or heading straight for the objective. If he were to slow down while performing in the underground as a child, he was beaten for hours on end, and the negative reinforcement never left him.
Despite being abused, used, and castrated by the ghoul who kidnapped him, Juuzou still thinks twistedly high of her, and often thinks of her fondly despite her poor treatment of him.
Lastly, there is hope for growth in him. Though he says he feels nothing for anybody else and wouldn't cry if they died, he is particularly close to Shinohara in the CCG, and thinks of him like a father. When people show him compassion and kindness, it is possible to invoke some kind of feelings of fondness in him, though it does take extreme circumstances to realize those feelings himself.
POWER:
1. hammerspace inventory.
While fighting old friends, he opens his coat to reveal 55 knives strapped to the inside, and his weapon of choice is an organic scythe that manifests from a special case--rather than having to physically haul these weapons around, one of Juuzou's powers will be able to manifest them out of a hammerspace inventory.
2. "frankenstein" regeneration.
After a fight, he's seen stitching up his own wound with a needle and some cotton wool when medical attention is impossible--much like Sally from A Nightmare Before Christmas, Juuzou will be able to sew his own limbs back on and close wounds with no worries of infection or death.
3. illusion awareness
He's always been a smart boy with instincts to rival any animal and hunches that are never wrong. In game this escalates to a point where illusions and misdirections are completely useless when it comes to fooling Juuzou.
